The Emergency Management Approach that Pioneer provides to the Oil   Gas, Municipal and Public Sectors, is a comprehensive approach to emergency response planning integrating all elements of our client's business operations into an effective and valuable response plan. Pioneer's ERP professionals incorporate four phases of emergency management into the planning and implementation.

1. Mitigation
   Mitigation efforts attempt to prevent hazards from developing into emergency situations or to reduce the effects of emergencies should they occur.
2. Preparedness
   Preparedness efforts aim to pre-arrange necessary resources and prepare responders to be ready and able to respond in the event of an emergency.
3. Response
   The response function aim is to limit injuries, loss of life and damage to property and environment. Training of first responder preparedness focuses on pre-emergency activities, during the emergency, and immediately following the emergency.
4. Recovery
   Short term recovery starts after the immediate threat to human life, environment, and property has been eliminated. These activities may include immediate crisis response, registration and organization and tending to evacuees, etc.

Long term recovery includes pre-planning of measures: such as working with non-government, government, social and health and wellness managers/agencies to ensure appropriate alternate facilities and/or housing and basic necessities are going to be met and health (physical and psychological) assessment to ensure resiliency.

Health & Safety Program Development and Implementation

Pioneer supports our clients in achieving and maintaining a small (SECOR) or large employer Certificate of Recognition (COR). A COR can be achieved by revising your current Health  Safety Program or developing a new Program to meet COR status.

COR / SECOR Auditing

Pioneer works with clients to design their Health & Safety Programs to meet the application and training needs of any size of employer. Our professionals have experience in BC, AB, SK and MB.

Clients registered in the Alberta WCB financial incentive program Partners in Injury Reduction (PIR) are eligible to receive up to a 20% reduction in their WCB premiums for implementing successful health, safety and disability programs and for achieving a COR.

Certificate of Recognition (COR) is a certifying process awarded to companies for implementing health and safety management systems found to meet the standards of the Alberta Government's Auditing Program directed through the Alberta Human Resources and Employment, Workplace Partnerships (AHRE). We have experience in all areas of western Canada, with all audit governing bodies ensuring our clients are meeting all applicable Health & Safety legislative requirements.

The Small Employer Certificate of Recognition (SECOR) program provides an option for employers with ten or fewer (including contract employees) workers to develop a health and safety management system; achieve a Small Employer Certificate of Recognition (SECOR).

There are two types of Health & Safety Certificate of Recognition programs available:

1. Regular Certificate of Recognition (COR) applies to companies of 11 people or more (including contract employees) that achieve at least 80% on a safety audit.
2. Small Employer Certificate of Recognition (SECOR) applies to companies of 10 people or fewer (including contract employees) that complete the required training and program documentation, as well as providing correct answers in the self-audit portion of the Basic Safety Program manual.

Pioneer Safety is certified to perform all audits using a variety of instruments. A safety audit, developed by Pioneer, can be used for companies who are operating beyond the Partnerships Basic Safety Program.

Field, Facility and Equipment Inspections

Pioneer supplies the experienced personnel to complete inspections for clients in support of safety programs and help maintain their audit requirements. As a value-added service, Pioneer provides 3rd party inspections to our clients to offer a fresh set of observations to keep current and meet all regulatory requirements.

Managing contractors is a primary part of our clients business and successful contractor management ensures contractors are fulfilling their safety obligations. Pioneer plays an integral part in the proper management of contractors.

Pioneer's experienced professionals conduct Field Verification Audits. A consultative process where our clients engage Pioneer to conduct a one-on-one consultation with contractor safety representatives to review and verify the level of implementation in regards to their safety programs. Areas that are deemed deficient, require improvement process, and action plans to remedy those situations are discussed with the contractor at the time of the audit.

Transportation Consulting

Pioneer’s Transportation professionals ensure clients develop and maintain effective, compliant transportation protocol through analysis, development and implementation of stated corporate intentions and legislative requirements.

Auditing/ Consulting Services

Pioneer’s Transportation professionals complete evaluations on carriers by conducting an internal National Safety Code (NSC) / Regulatory audit. This audit is done by using the Assessment of Regulatory Compliance (ARC) government audit program.
